General notice to residence of Portland Place

CAUTIONARY NOTICE – ROADWAORKS AT PORTLAND PLACE

To All Residents

As from this morning, we advise that roadworks shall commence in and around Portland Place with the lifting and relaying of the block paving.

Residents are requested to exercise patience and care during this period where sections of the roads and parking shall be closed off during the day and sometimes overnight.

All landlords are requested to advise their tenants accordingly.

Portland Place – Pets

To All Members And Residents

The issue of pets and disturbance and the control of pets has featured prominently in terms of increased and repetitive complaints to the Thorn Valley Estate Home Owners Association and has been a matter debated by the Board of Directors in an attempt to find an equitable resolution to the matter.

It is noted that a number of houses have pets in excess of the numbers permitted in both the Local Authority By-Laws and the Association guidelines.  If every household were to have just one more dog then instead of 1,000 dogs, potentially there would be 1,500 dogs on the Estate.

The attached notice addresses the issue generally and identifies protocols that every household must adhere to.  In addition, we also attach a Pet Register, a schedule which is mandatory that every houseshold completes and returns to the Association no later than 28th February 2013. We ask that even owners who do not have pets and owners that are in the process of building and intend on moving in with pets in the near future complete the relevant details. This information will be recorded in your file for future reference.

It is essential that this Register be completed and returned.  Failure to do so, and in the event of a subsequent complaint regarding a household, will result in the application of a R2,500 Fine in terms of Item 1.13 of the Fines & Penalties Schedule as approved at the past AGM.

The Board of Directors has instructed the Managing Agent to request all pet owners submit a photograph of their pets, so as to avoid any confusion with regards to applying for a new/another pet in future cases. These photographs will be filed electronically and referenced to when needed.

The Association recognises both the great reward and pleasure that pets can bring, and equally, the disturbance and nuisance potentially suffered by others.  An equitable solution is possible, and it is hoped that with the cooperation of all members and residents on the Estate, such harmony can be achieved.
